Community Transport - its definition, development and on-going management, is a challenge that faces all public service providers. An even greater challenge is the practical concept of Demand Responsive Transport (DRT). Financial and sociological pressures, at all levels, often mean that available resources and skills are stretched to the limit.

DRT is, by its very definition, a more flexible form of bus travel that matches a service more closely to customer needs. The delivery of such a service can be perceived as being problematic, even though it has a high social value and has a key role to play in any integrated transport system. It is imperative, therefore, to consider the effectiveness of the service delivery.

DRT is predicated as part of an Integrated Transport System which is acknowledged as the ideal practical concept for the future. As local transport provision changes and develops, the scope increases to offer a better service which recognises population requirements. Proposals and potential solutions to the challenges must look to managed integration; simple and manageable information and structured funding.
